J. TIMOTHY SPREHE
J. Timothy Sprehe is president of Sprehe Information Management Associates, a firm offering consulting services in Enterprise Content Management (ECM) to government agencies and private firms since 1991. He specializes in ECM, electronic records management (ERM), and strategic planning for enterprise information management. Dr. Sprehe has conducted consulting studies for many U.S. federal agencies and private firms doing business with the federal government.
Tim Sprehe retired from the U.S. Office of Management and Budget in 1991. He was the principal author of the original 1985 OMB Circular No. A-130: The Management of Federal Information Resources. This U.S. government-wide information policy directive established how federal executive agencies should manage their information and their information systems and technology.
Dr. Sprehe received an M.A. in 1963 and a Ph.D. in 1967 in sociology from Washington University in St. Louis. He holds a bachelor's degree from St. Louis University. After a postdoctoral appointment at Johns Hopkins University and a two-year academic appointment at Florida State University, he entered federal service with the Agency for International Development in 1970. Dr. Sprehe served as Deputy Director of the World Fertility Survey for the International Statistical Institute in London, England (1974-1975); as Chief of the U.S. Census Bureau's International Statistical Programs Center (1975-1978); as Associate Director of Statistical Policy (1978-1981); and as Senior Policy Analyst for Information Policy in the U.S. Office of Management and Budget (1981-1991).
Sprehe is the author or coauthor of several monographs and more than 150 articles and papers in the fields of ECM and ERM, federal information policy and statistical policy, demography, and survey research. He wrote an editorial opinion column on information policy topics for Federal Computer Week from 1991 to 2009.
Tim Sprehe is married to Elaine Bloomfield and has two sons, John and Patrick. He is a member of the City Choir of Washington, enjoys swimming, walking, bicycling, and is active in community affairs. He lives in Chevy Chase, MD.
